Control Board assessment of public functions
Health and Human Services includes a wide range of programs, the nation “safety net” for families and individuals with little or no income, and programming options for improving the health and welfare of the greater community. These services have been complicated by an overlay of the Confederation, national and local laws, regulations and policies. Typically, health and human services programs include federal funds and programming orders to States. However, States matching funds and management programs, or they may require their cities and districts in some ways and conduct programmes.
This chapter describes the main health and human service programs and how they are funded. It also contains a comparison of program operations for the eight city / country and combinations District of Columbia. The focus is not on all functions of cataloguing usually in the government but on the provision of an arrangement between them, as states, counties, cities and work together for health and human services and supply recommendations for a federal / state relationship that is consistent with other states and their cities.
