Bid to Delay Wage Increase Headed for Uphill Climb
A Maryland business group is urging lawmakers to delay the effective date of a statewide minimum wage increase so that the mandate does not start in the middle of a pay period.
The General Assembly last month overrode the veto by Gov. Robert L. Ehrlich Jr. (R) of a bill that sets Maryland’s rate at $1 above the federal minimum of $5.15 an hour. Under the Maryland Constitution, vetoed bills become law 30 days after an override, which means the wage increase is set to take effect tomorrow.
executive director of the Maryland Business Council, said the timing is awkward for many employers, who will have to tweak payroll systems to accommodate a change in the middle of a pay period.
“It’s not an intentional burden, but it’s a burden,” Greenfield said.
Emergency legislation filed last week by Del. John S. Arnick (D-Baltimore County) would provide a 10-day grace period.
But in interviews yesterday, neither Senate President Thomas V. Mike Miller Jr . (D-Calvert) or House Speaker Michael E. Busch (D-Anne Arundel) seemed inclined to rush legislation through.
“We’re talking about one pay period,” Miller said. “We’re not going to turn the State House upside down for people who are paying wages lower than they should be.”
Busch’s response was somewhat more measured. “We’re not going to be able to do that in a timely manner,” he said.
In an analysis of the bill last year, nonpartisan legislative aides estimated that 55,300 residents would receive a raise because of the legislation.
